Even if you lined the veins and everything up perfectly (which would be impossible considering you'd only have 1 good hand to do it with) they wouldn't seal together, so you'd still be bleeding profusely. If it were possible to duct tape each vein, artery, capillary, etc. together (without causing any health problems due to having duct tape inside your body) and then duct tape the 2 pieces of finger together, then maybe you would be okay.
But since that's obviously not possible, a doctor would be the best bet in that situation. Stick the severed part in a bag, then put that on ice; wrap the stub up in a cloth to slow the bleeding, and get to the ER ASAP.
